Starr is from Atlanta and attended Atlanta Public Schools. She has a bachelor's degree in leadership communication and a master's degree in organization leadership with a concentration in public administration from Waldorf University. She and her husband, Detric, have been married for four years. She has two sons and three stepchildren.

Starr is captain of the Atlanta Fire Rescue Department, where she has worked for more than 20 years. She previously worked in the arson investigations, background and recruitment, field and airport operations and resource/communications management departments.
