Reggie was born and raised in Marietta. He attended Marietta High School. He has a bachelor's degree in sociology and criminal justice from Piedmont College, a master's degree in education and counseling from the University of Georgia and a master's degree in divinity with a concentration in pastoral care from Emory University.

Reggie is the president of RMC Empowerment Center, Inc. He served in the United States Air Force as an officer and Chaplain Candidate. He is a licensed counselor. He has previously worked as a therapist at Pathway to Hope Counseling Services, a supply minister for various funeral homes, a counselor at the State of Georgia Department of Offender Rehabilitation and a bishop and senior paster of House of Hope International.

City Budget
As a city council member, he voted against the 2022 city budget because he wanted raises for city staff to be 5% rather than 3%. He also proposed giving $900,000 of the $11 million expected stimulus funds from the federal government to employees as salary or bonuses.

In 2020, he entered in a plea deal for disorderly conduct after being arrested following a traffic accident. As part of the deal, he was required to get anger management treatment. He said of the incident, "I was in fear of my life" as a Black man interacting with the police.
As a city council member, he asked the police to start ticketing people who speed on Lawrence Street and Washington Avenue. He also wanted the police to use radar detection on the street.
