Ryan lives with his wife, Xuan, and their 2 daughters in McLean. He holds a Bachelor's Degree in Anthropology from the University of Virginia. He also holds a Master's Degree in International Affairs from Columbia University.

Ryan is the Associate Director of John L. Thornton China Center at the Brookings Institution since 2013. He is also a Managing Director and Founder of Global Leaders of Fairfax County since 2020.

Ryan L. McElveen was a Member At-large at Fairfax County School Board from 2012 to 2020.
