Johsie was born and raised in Venezuela. She earned her bachelor's degree in sacred ministries from the Baptist Theology Seminary of Venezuela and two associate's degrees in business administration and medical administration from City College of Fort Lauderdale. Fletcher secured her residency and became a U.S. citizen in 2005. She previously served as the Liaison for the Latino Congregation at the Florida Baptist Church in Fort Lauderdale.

He earned a Bachelor of Science in Radiological Science from the University of New Mexico, a Master of Arts in Management from Harvard University, and a Master of Business Administration in Healthcare administration from the Carey Business School at Johns Hopkins University.
