William was born in Lock Haven, Pennsylvania. He graduated from Bald Eagle Nittany High School. His volunteer work includes being founder of the Mill Hall Area Jaycees and as a district director for the Boy Scouts of America. 

William is retired. He previously worked as manager of an automobile service shop and as an independent insurance agent. He served in the US Army for 3 years as a sergeant.
