Kendall is a native Houstonian raised in Fontaine Place located in northeast Houston. He earned his Doctor of Philosophy in Organizational Communication from Covenant International University. He also holds a bachelor's degree from the Kingdom Builders Bible Institute and a graduate degree from the Kingdom Builders Bible Seminary. Baker has an adult daughter and resides in Houston.

Kendall is retired from his role as Division Manager for the Administration and Regulatory Affairs Department, Operations Division.

Baker is a loving father to his daughter and resides in Houston.

Kendall is currently a member of the Houston Independent School District Board of Trustees, representing District VI. He was elected in 2021 and assumed office on January 11, 2022. His current term ends in 2025.
