Kelly was raised in Virginia Beach and attended Tallwood High School. She earned her bachelor's degree from Virginia Wesleyan University and her master’s degree from Old Dominion University. Kelly lives with her husband, David, and their three daughters in Virginia Beach.

Kelly was raised in Virginia Beach by a military family and is the proud granddaughter of Navy Veterans. She is an alumna of Brandon Middle School and Tallwood High School, and later she became the first member of her family to go to college. Kelly went to Virginia Wesleyan University where she received her Bachelor’s degree in Psychology and Criminal Justice, and later her Master’s degree in Education from Old Dominion University. She lives with her husband, David, and their three daughters in Virginia Beach.
