Clinton was born and raised in Savannah. He graduated from Sol C Johnson High School. He has a bachelor's degree in liberal arts from Armstrong State University, a bachelor's degree in business administration from Georgia Southern University and a master's degree in human resources from Webster University. He is disabled and has multiple congenital conditions.

Clinton owns Cowart Consulting, which is a human resources consulting company. He worked in computer information systems and information technology. He previously worked as a human resources director for a local staff agency in the hospitality industry.
