Rudy earned a bachelor's degree from University of California-Berkeley and a master's degree in international business from St. Mary’s College. He is married to his wife Kathleen. 

Rudy is retired from a long career with several Fortune 500 companies. He also served on the Monterey One Water Board of Directors in California. He is a Navy veteran. 

Rudy Fischer previously served on the city council in Pacific Grove, California from 2010 to 2018.

- The Central Arizona Water Conservation District (CAWCD) was formed to deliver Central Arizona Project (CAP) water; operate, maintain, and manage the CAP; and repay the federal government for the costs of constructing the CAP.
- The district is headed by a general manager who reports to the fifteen-member CAWCD Board of Directors. Board members are popularly elected from CAP’s three county service areas and serve staggered six-year terms.
- The CAWCD is authorized to issue bonds and levy taxes relating to water.
